The Football Association has unveiled a new four-year strategy, “A Thriving Grassroots Game”, setting out ambitious plans to transform community football across England between now and 2028.
Key Aims of the Strategy

Growth in participation
The FA is targeting an additional 220,000 players and the creation of 15,000 new teams by 2028. -
Improved facilities
Investment will focus on reaching 12,000 quality grass pitches nationwide and building over 300 new 3G artificial surfaces to support year-round play. -
Women’s and girls’ football
A major commitment is to ensure girls have equal access to football, with a focus on expanding opportunities at schools and clubs. -
Support for volunteers and officials
Volunteers, referees, and coaches will see increased support, including training, recruitment, retention, and recognition. -
Behaviour and inclusivity
The FA is prioritising respect, tackling poor behaviour, and eradicating discrimination to make the grassroots game more welcoming and inclusive. -
Digital transformation and governance
Clubs and leagues can expect improved digital tools, alongside greater efforts to diversify leadership and strengthen governance structures.
